Data-Driven Innovation Targets Opioid Crisis in Texas
Award-winning collaboration merges real-time data and community insight to strengthen local responses across Texas

A powerful new platform developed at the University of Texas at Austin is helping communities respond more effectively to the opioid epidemic. Known as TxCOPE, this innovative system merges emergency responder data with real-time community insights to create more precise and informed strategies for crisis response.
The platform is a result of a collaboration between UT Austin’s Addiction Research Institute, housed within the Steve Hicks School of Social Work, and Austin-based technology partner Ediven. By leveraging cloud technology and human-centered design, the team built a tool that helps local leaders, public health officials, and first responders understand where and how overdoses are occurring across Texas.
Earlier this year, this joint effort received national recognition when TxCOPE was named the 2025 Google Cloud Social Impact Partner of the Year for Crisis Response and Resilience. The award highlights the platform’s innovative use of data to address one of the most pressing public health issues in the United States.
What sets TxCOPE apart is its emphasis on real-time data integration and community empowerment. The platform gathers information from emergency medical services and combines it with lived experiences, harm reduction efforts, and qualitative insights from local organizations. This comprehensive approach enables stakeholders to identify trends, allocate resources more effectively, and design interventions that are both targeted and compassionate.
TxCOPE is currently used by organizations across Texas to develop action plans that reflect the specific challenges and needs of their populations. In addition to overdose tracking, the system helps communities monitor naloxone distribution, access to treatment services, and other critical supports that can reduce harm and save lives.
The partnership behind TxCOPE reflects the power of collaboration between public institutions and private innovation. By combining academic research, field expertise, and digital infrastructure, the platform has become a vital tool in the broader fight against substance use disorders.
